Phoenicia in Rising Tide does not cover either part of Canaan, which is considered in anarchy. Instead, the main locus of Phoenician power in the world is Cyprus, otherwise known as Alassa.

From this part of the world the Phoenician game is thus an unhappy one, sandwiched between several unfriendly powers - Egypt, Hatti and the Greeks, all vying for control over this or that part of the Levant. To make matters worse, there is fairly little you can do to break clear from this except by seizing Kaftor from the Greeks in order to gain passage to Libya and beyond. And even so, it does not solve the fact that your capital will still be menaced by other nations on the mainland areas.

However, one thing does help greatly - and it is that the Phoenicians possess a good number of interesting cards - Trade Embargo, Colony Blockade, Merchant Corporation and Wealth Boom. Since the Greeks already control Kaftor, it might be expedient for the Phoenician player to purchase Crete and Libya from the Greeks and Egyptians, and to form solid relations with them until further notice. Thereafter, it is just a matter of expanding out, preferably as quickly as one may to Europe to colonise there and use its resources, and then return back to deal with the Egyptians in a proper manner.

    • Purchase Kaftor island from the Achaeans and colonise Western Europe.
